Triple DES Encryption - VB .net and IDM uDESEncrypt

All:

I have two questions about encryption in IDM:

1. I understand the key in keys.ini is 24 byte Hex. If I were to give the same key to say another system which uses VB .net code for encryption in what form do I give it.

2. For the same 24 text character key should the VB .net code and IDM uDESEncrypt produce the same ciphertext.
