Is there any way to prevent/disable the ability of planners to fix cells and undo fixing of cells when they right click on a cell in /SAPAPO/SDP94? We have looked at security traces but it does not appear to be something we can control via security...is there another way to do this?

i am not sure if we can prevent locking of cells. but you can delete the fixing while exiting from the plannig book.
for checking if the cell is fixed you may use function IS_FIXED() or IS_PARTLY_FIXED(). you may also check note 1262150, 1008841.
I have not worked on these functions but i hope this works for you.

One easy way of doing this is creating the KF as BW KF. This will prevent fixing of KF.
