i'd like to know if a Vendor, logged into SRM 7.0 with its user and password, can change, first all, its BP data and than also the questionnaires sent by the buyer and answered before.
No; the role of bidder can not change BP, only the user with the role administrator can make changes. can not modify the questionnaire once posted unless the buyer devolved it.
