Dear gurus
I have added files in following directories
1) R900063.IDS and R900065.IDS in /usr/sap/trans/data
2) K900063.IDS and K900065.IDS in /usr/sap/trans/cofiles
after that i execute t-code STMS and try to import my request
but i dont find my request do i have to restart my server or im doing something wrong?
please Help

I may be completely mistaken here but there is something strange in your peoblem descriotion that needs clearing up:
You say:

Later on, STMS reports:
ADDTOBUFFER IDSK900063 R3D pf=
sapr3dq\sapmnt\tra...
What strikes me is that you use UNIX directory paths for the location of your data/cofiles whereas STMS has its profile in a Windows share. This could be right but in that case the UNIX-based directories must be visible on the Windows server (through SAMBA or another NFS-like mechanism). Are you sure that the directories where you have placed the datafile and cofile are really the ones that the system where you try to import is expecting? There is an easy way to find out: in the target system run transaction AL11, double-click on the node DIR_TRANS, open the cofiles and data folders and check whether your *.IDS files are really there. If not, copy them to the correct folder, e.g. with FTP (in binary mode).

STMS> Select System>Extras>Other Request> Add--> IDSK900063
First add the request into buffer then you will be able to import.

The document is pretty much incomplete and unclear. Hence please answer the following questions--
-Are these three systems in a landscape having a shared trans directory?
-Out of these systems let us know first in which system you are trying to import the transport request?

Don't just blindly follow the document. Please get in touch with the team/person who communicated you to import these requests and clarify the following requirements--
-Source system where the transport request has been created and released along with the exact transport request numbers
-Target system into which these requests need to be imported
Also could you let us know the SIDs of the three systems (R3Development, R3Quality, R3Production)?

Check the permissions on file
R900063.IDS and R900065.IDS in /usr/sap/trans/data
K900063.IDS and K900065.IDS in /usr/sap/trans/cofiles
once permissions are set try again from STMS or you can add it from unix with following command
tp addtobuffer IDSK900063 <SID> pf=/usr/sap/trans/bin/TP_DOMAIN_<SID>.PFL
and then:
tp import IDSK900063 <SID> client=xxx pf=/usr/sap/trans/bin/TP_DOMAIN_<SID>.PFL
