hello experts!
SAPDEV_00 service not starting.
I tried to start it manually from \usr\sap\DEV\DVEBMGS00\exe\sapstartsrv.exe but it is not getting start throwing message "Service not started"
1. I downloaded new Kernel and Upgraded
2. I downloaded MMC and added in C:\windows folder
but still I am not able to start ther Service.
when I am trying to start this service it shows message.
Cannot install Service.
CreateService failed: 430
The specified service has been marked for deletion.
Please help me.

As I suggested you the link before it has got the correct solution and actually resolved my error:
GOTO run and type regedit
1. Stop the service you want to remove
2. Find the registry entry:
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services
4. Find the service name there and delete it.
Also you can run sc delete from cmd
Note: Please be careful while handling Microsoft registry as it can cause non-reverse-able damage to your system.
Then recreate the service using sapstartsrv.

As you said, upgraded with new kernel. Just give a try by copying the old file of sapstartsrv.exe and start the service.

Try to recreate the service once again, by running the command sapstartsrv from kernel directory.

Restart the OS and run the sapstartsrv.exe again
