Would you please tell me where can i define billing rule in IMG. and how can i use it in billing plan

Billing rule and Billing plan config are done in Sales & Distribution node. Please browse "Billing" Section under Sales & Distribution in IMG.
some settings for billing plan cn also be done under PS node in IMG
PS - Rev - Plan Rev - Automatic Plan rev calc - maintain billing plan settings
