Apply a discount based on gross sales - not using rebate

I want to make an agreement for a customer with a discount based on the accumulated gross sales during the year.

The discount should increase step-wise at certain levels of accumulated gross sales. I would like to apply the discount level on every sales rather than a rebate system with credits given after a certain period.

Is it possible or ?

Create a new condition type of discount type.

Write a routine in VOFM to calculate discount based on gross sales value of customer, assign that routine to condition type in pricing procedure.
