SOLMAN_ADMIIN user - count against licenses?

Will SOLMAN_ADMIN user be counted against our license count since it is a Dialog user? If so, it seems unfair that a required SAP account would go against our license count. Please advise.

I don't think SOLMAN_ADMIN will count towards license. DDIC is also dialog user. do you count DDIC towards license?
