Cannot Revoke Service Entry Sheet

Good Day,

I have an issue that I cannot revoke a service entry sheet. I receive the following error message:

RC= 3 BP 603 Item 010 WBS element XXXX budget exceeded

Is there anyone thay is familiar with this error?

Revoking the SES creates a commitment again in the system and does not decrease the Actual value until the SES is deleted and GR reversed. Need to switch of AVAC, revoke and delete SES, reverse GR (MBST) and then delete PO and PR. Activate AVAC then again

Excempt Cost element funcationality is not being used and note 46209 has already been implemented.

Are you using excempt Cost element funcationality . Please confirm.

Please check SAP Note 46209 as well.
