Hi Experts,
This could be a basis issue. When I open TCode VKOA in production, the fields are editable, even through the client is set as 'not modifiable'. However, this problem is not there in quality.
Any idea what can be the reason for this?

It is strange that no one has encountered this problem. I had raised an OSS, and SAP has a different point of view.
Its not about authorization, the tables should not be available even if I have SAP_ALL authorization (just like other nodes behave).
For the benefit of fellow members, I am pasting their reply below.

Dear Aroop,
Transaction VKOA has to be maintained in customizing, but the
maintenance is in fact a master data maintenance.
That is the reason why the accounts have to be maintained in every
system and there is no possibilty for change transport requests
between the systems.
If however you would like to prevent changes in your productive system,
you can change the current settings for the relevant objects in
transaction SOBJ.
Before you try to maintain the settings in SOBJ you will have first to
allow changes globally:
Transaction SE03:
Transport Organizer Tools
> Administration
> Set System Change Option
Global Setting - not modifiable
Here you have to change the setting to modifiable, then thereafter
please proceed as follows:
- start transaction SOBJ
- choose "maintain"
- position to object C001
- double click on it
- remove the flag from field CURSETTING in the Object Attributes
(screen field V_OBJ_H-CURSETTING)
- save
- use package 'VKON' for saving
- repeat the process for all tables relevant for account determination:
Object Type Short description
C001 S Cust.Grp/MaterialGrp/AcctKey
C002 S Cust.Grp/Account Key
C002 T Assign G/L accounts
C003 S Material Grp/Acct Key
C004 S General
C005 S Acct Key
Thereafter changes in VKOA on your productive system will no longer be
possible.
Please note that the option of maintaining the current settings is only
relevant on a productive system (see note 77430).

Hi Aroop,
I agree with the above solution and I suggest you to talk to your basis team as soon as possible and close it down.
Because once somebody change the G/L account for any combination then its very hard to track that id.
I want to mention one more thing that sometime when some roll out or some new enhancement going on that time we request to open this T-code.
Also consult with your seniors before taking any steps.

Hai,
This is the Basis issue,by mistake they had given the authorisation to your ID,that is the reason it has opened ,then it does not show the client is not modifiable,Please check the same in SU53 screen ,then you come to know that the T Code is opened.
Please confirm with basis people and then close it.

Kindly remove the authorisation for t code SM30 for the activities change and create.
once they give authorisation for SM30 they give VIEW_MAINTENANCE_CALL also which will show in the editable
