Well there are two ways to answer your question ..
1) http://wiki.sdn.sap.com/wiki/display/EmTech/GuiXTScriptingLanguage.
Either what you are looking for is GuiXT which is used for customizing SAP standard screens for the web .
2) The other is Web based SAP gui .. Thats the gui provided for using your SAP sever through the Web .

Webdynpro is used against BSP to develop web based SAP applications .. it provides an environment in which you can have ready made components for designing the site ....
Also you have the option of integrating it with Adobe Forms which is another revolutionary product which helps in Providing flexibility in form development along with the option of Interactive and offline scenario ..
So summing up according to me there is a huge difference in which these two are approached and used .. Its upto you to design it depending on your requirements ..
For ITS you might have to contact your basis guy for the configuration work ..
