How can I get a copy of the most recent default rule set?

You can download it in any support pack in VIRCC folder --> CC_rules.zip.
The delivered rule set is in the CC_rules.zip file

We have tried to find this path you refer to in your response and have been unsucessful. Could you please provide a path or a URL for us to help locate this file?

Download a recent VIRACCNTNT package (GRC AC Text files).
When you un-CAR this you'll get the VIRCC folder with the rules.zip file.
