our business requirement is to hide the deliver quantity in delivery note(VL02N)
for specific user only(not all) how could it possible?????

IMHO makes no sense, is like asking to hide description in a material, or the customer number in a sales order.
What is the purpose?

actually in our case we have our own build ZGATE program where we put
picking quantity i want remove this program and put this quantity in picking
and hide the actuall deliver quantity from gate control person because of inventory control.
