I use AFS solution.
I am setting relevance for dimention -( characteristics in chars group AFS/SAP-D) and can not find any difference between PRI (pricing) relevance on/off.
In both cases I could define price condition in demention level.
Does any difference exists ?

During the sales order or purchase order processing, this PRI relevance will allow the pricing by dimension. If no relevance, it will not do the pricing by dimension even the pricing condition is maintained.

The relevacy for PRI stands for Pricing relevance in the grid dimension level. We will be able to maintain the pricing at SKU level only if this relevancy is set.
For simulating please follow the steps below
1. Create a characteristics using CT04
2. Uncheck the PRI relevancy
3. Create a master grid using J3AH.
4. Create an AFS material using this grid.
4. Execute transaction VK11 and enter the condition type : J3AP
5. Select the key combination 'Sales Org./Distribution Channel/Material/Grid Value'.
6. Enter the Sales organization, Distribution channel and Material
7. Press F4 in the field Grid Value.
It can be seen that the grid values are not displayed. This is because the characterictis is not relevant for pricing.
Now maintain the PRI relevancy and try the same steps. We will be able to maintain the pricing information for the grid values.
In short, PRI relevancy for characteristics allows us to maintain pricing details at the grid level.
