I want to put cndition at header level.
Please explain step wise

Hi,
Means you want to hit two GL account but don't want to add tthis value in NET VALUE (do not want charge to customer)
Maintain Account determination - VKOA and speciefy GL accounts
Then
Go to V/06
Slect your frieght condition >>> Details
Make a tickmark to ACCRUALS
and write the subsitutition rule to remove this accurals feature at the time of posting
T-code OBBH Take help of FI team to write substitute rule
Then it will not add to net value but account document will post for this freight value
Any query replay me

Instead of using it as Header condition,
I would suggest you to use this condition type as :header/Item conditon with accruals marked.
In pricnig procedure, make it statistical, assing account key & accrual key. ( i.e. ZAK, ZAC)
as said above, maintain VKOA.
by this, it satisfies all your requirement above.
