Could anyone let me know the meaning/usage of ' ' ,given in field in Auhtorization object.

Dummy ('') is to by pass authorization for missing value of business information. Let say one user creates a PO without mentioning any Plant in that PO. Now some user tries to change that PO the it will defenately ask for authorization check in Plant. System will will find a null value in Plant field in that PO and system will ask for a dummy value during auth checking.
In some case I have seen that dummy value has been provided to overcome authorization error. But my view on the same is that ask functional guy to maitain the business value accordingly. Like in this case PO with a Plant information.

They are so-called DUMMY values. A search om "[DUMMY|http://forums.sdn.sap.com/search.jspa?threadID=&q=DUMMY&objID=f208&dateRange=lastyear&numResults=15&rankBy=10001]" will return some useful info.
