If i shift plant to the new excise range what will be the legally impact on the returnable matterial

Its a lengthy process but below are a brief procedure to the best of my knowledge.
1) First you have to identify the stocks details like what are the materials at vendor godown, what are all sent for any other purpose, what is lying in existing plant
2) Next you have to submit a letter attaching the stock list and inform to Excise range about shifting of plant to another range
3) Raise a transfer invoice on receiving plant which falls under new excise range for transferring excisable and non excisable goods
4) Receiving / new plant will take credit of those items and inform to their excise range about this
5) Later any excise returns comes which relates to old plant, new plant can take credit and do the subsequent process
