ICU version cannot be loaded in R3

After the kernel upgrade in 4.7 R3,i have checked the status of patch level. everything was fine except

in the SM51, by clicking the release information, i have the information under the ICU version.

ICU Version Library Could Not Be Loaded

can anyone help in this regard.

There is an SAP note 519753 which explains the situaiton

The entry for the ICU version is misleading, as there is no error. The entry simply indicates that the ICU libraries were not loaded (because they are not needed).
