Issue seems with file permissions of your Oracle_home
Re-check the file permissions and change them accordingly.

Problem has been Resolved ***
Basically in iniSID.sap parameter setup for RMAN nocagalog and I was trying to do Action : "Full database online backup"
with RMAN not gonna be full database online backup
I just changed action: "Whole database online backup"

I am taking backup in Extrinal HDD drive
Full backup PI PRD server backup running fine...
I compare both PI-PRD and BI-PRD init<SID>.sap file nothing difference
only problem in BI-PRD server...
I check Redo logs and oracle space looks good
I login in SQL through sysdba works fine...
compare parameters with PI-PRD nothing difference

Dear Angeline,
Did you try taking backup on Local drive or Tape? try so that atleast you can divide problem weather its related with your BRtools or with your external HDD.
I think there is a problem with Permission to the External HDD. give a try locally and see if it works?

Did you see screen-shot the first error with RED color
BR0278E Command output of 'D:\oracle\BIQ\102\BIN\rman nocatalog';
and others errors comes with I think permission, but so strange, if its permission problem how come other server can backup without error same external HDD... ok let me try to save in local HDD and let me check is that error comes or not
But as I remember RMAN having some problem, and last time I recover database... is that I have to update RMAN too.. if yes, how may I update it...?
Baiscally what does RMAN do ? is that utliity or If I delete this line from initSID.sap profile... is that ok ?

As per your logs it looks like permission issue. Check SAP Note 546006 - Problems with Oracle due to operating system errors
