Automation in customer master data

Can anyone suggest a possible way to extend the customer master data in all sales areas of the sales organization, or a way to secure that the users are checked whether they extend the customer master data in all sales areas?

Either way will be satisfactory to have the outcome that I want.

Have you tried XD99 or through TCode MASS ??

My issue is basicallly to secure the system from user mistakes. I want to "oblige" them to extend the customer is all sale sreas.
