Please check your UTIL parameter file configuration...

"/oracle/IRP/102_64/dbs/initIRPoffsite.utl"

BR0231E Backup utility call failed

1) Check the configuration of your Backup tool

2) Have a look into permissions of BT*tools and users(including configuration user of your Backup tool)
