Problem in creating variant for CJ20N

Hi Friends,

I am trying to create a variant for t-code CJ20N, client wants all the option to be in display mode but i am not able to make 2 things in display mode 1. create button (beside open button) 2. In the menu bar in setting there is option if the user selects as change mode then the user is able to modify the project. I tried to make that option for display mode but i am not sure where i am going wrong in saving can any one guide me how can the above options be made to display mode.
