Iam SAP PI Developer, wanted to know whether SAP EM can work without SAP SCM?

SAP Event Management provides real-time visibility into a companyu2019s supply chain
at a granular level u2014 around planned and unplanned events u2014 with near real-time
status reporting, event overdue, alert notification, follow-up activity workflow,
and analytics to measure supply chain metrics. The tool set helps companies identify
business priorities, escalation paths, and guidance in resolving variations in
supply chain business operations. Companies can take advantage of preconfigured
visibility scenarios provided by SAP as a template in accelerating their implementation
efforts.
There are many technical deployment options for SAP Event Management. The common three options are;
- SAP Event Management as an Add-On for SAP ERP
- SAP Event Management as Part of SAP SCM
- SAP Event Management as an Optional Add-On on another applications (SAP TM, SAP SNC, SAP AII)

SAP EM is part of SAP SCM.It is nothing but alert machanism to inform somebody about any unforeseen result so that planner/responsible person will take some corrective action or propper decision to improve situation.It covers many areas like manufacturing,procurement,sales and distribution and many more.Following link may help you.
