Digital license key install fails

We are installing a CRM 7.0 system and digital license key fails with: "The license key library has not been initialized yet."

We need the digital maintenance key to apply support packs.

Thanks Bhavik - good info but correcting the parameters still didn't solve the problem. Ended up deleting the sec/libsapsecu, ssf/name, and ssf/ssfapi_lib parameters and bouncing the system. Then it wasn't checking the PSE and let me install the digital license and maintenance keys.
