The LSO is not part of the portal but it is a BSP application in the SAP HCM_LEARNING (the name of the BSP). You can logon to the application using the SE80 or SICF (need to activate the service there).
You will use the Business Package of the LSO or simply create a BSP iView and place it on the portal.
The user have to have a 105-0001 maintained.
