When we set-up an owner, that account is not able to view the SPM activity log until we put the account into the controller's table. Is that standard functionality or am I missing something?

Have you checked that this is not just an authorisation issue within objects GRCFF_0001 and GRCFF_0002?
Otherwise, check the config parameters settings for "additional Owner / Controller authorisation".
There should not be a requirement to have the owner also assigned as the controller to be able to access the logs.
