Dear All,
Please guide me how to transfer budget from one wbs to second wbs.
Also tell me how can i see used budget against any project

The standard method is to use T Code CJ34 to transfer the budget from one WBS element to the other.

use CJ34 not CJ30, also check out CJ36 and/or CJ37

You can transfer budget in transaction CJ30. Just remove amount from the WBS to the WBS where you want to allocate.
In the report S_ALR_87013558, you can see the available figure as figure available still from budget.
