How different is APO3.0 from SCM7.0's APO?

There are lot of functional as well as technical enhancement in all the modules.

Additionally Service Parts Planning is a completely new module since SCM 5.0 in APO.

The SCM 7 Overview Wiki page will give you the Delta in SCM 7.0 compared with previous version (SCM 5.1) not with APO 3.0.

You can go through the Release Notes to get maximum details.
