Impact on license costs by developing your own interactive forms

I got a quote from SAP today regarding licensing; 40u20AC per forms user and 22% of this fee per year thereafter. I think I read somewhere that developing your own forms and using them in a productive environment can be costly, and so I asked about that from the SAP sales representative. I got what can only be described as a 'body swerve' answer, i.e. the question was evaded, not answered.

Can anybody tell me if developing your own forms dóes indeed impact the license cost, and if so, by how much?

Adobe licensing is complex and SAP Sales Representative is the best person who can tell you regarding the licensing costs.

Thanks; that's really good information that explicitly shows deveoped interactive forms in a productive system are lecensable.
