Alguém já passou pelo erro 296 (Rejeição: Certificado Assinatura erro no acesso a LCR) ?
Sabem o que devo fazer para corrigir?

A dica do Bernardo é matadora.
A Sefaz para validar o certificado do cliente precisa contato com a certificadora, nesta operação de troca de certicados raiz entre Sefaz e certificadora gera este erro na nossa transmissão, pois a Sefaz não consegue verificar se é válido o certificado.
Algumas Sefazes implementaram cache desta consulta praticamente zerando o problema (antigamente era comum).
Isto está acontecendo para uma nota isolada ou são vários eventos?
Antigamente, tinha Sefaz que rejeitava com erro 297 (também relacionado a certificado) quando tinha caracteres especiais não UTF-8 no XML.
Tente novamente em algumas horas, se o fluxo de NF-e nesta Sefaz estiver ok e esta NF-e não conseguir passar tente investigar o XML sobre caracteres especiais.

Se for apenas em uma nota isolada, aconselho fazer um RESET e depois RESEND pela J1BNFE.
Se autorizar, eu diria que é problema na SEFAZ.
