SAP License error after restoration in iSeries

Hi Friends,

We have been encountering an error when executing SAP license in our test server for the upgrade from 4.7 to ECC 6. The restored system from production copy is 4.7 basis 620. Perhaps anybody knows what the error below means?

I had this several times without investigating it really ... I just used SAP* and used TA SLICENSE and that worked - that was fully sufficient for me )
