Approval in CCM

Hi all, a quick question regarding Approval in CCM.

In the SAP Help it states

"Required Characteristics

If you map an item to a catalog that has required characteristics, and one or more of those characteristics do not contain values for the item, SAP Catalog Authoring Tool always assigns the status To Be Approved to the mapped item. This is the case regardless of any approval rules that exist and regardless of the default status of the catalog."

I've set characteristic /CCM/PRODUCT_GROUP to 'required' and uploaded a file with the Product Group blank for an item, however the Approval Status is Approved.

Has anyone seen the above work? or is there anything else that needs doing?

I'm using CCM v2.0

I found note 732238 which seems to be related to this problem but this was solved in CCM v1.0 sp1 and all changes are present in CCM 2.0
