When I compare the exe\uc\NTAMD64 dir between ABAP and Java only systems, I find out that
there is no dbmssslib.dll and dbmssslib.pdb in Java only system.
Could you please explain why?

It's in the DB dependent part ( MS SQL SERVER ) of the kernel patches
And these 2 files are very much present on ONLY JAVA based systems for database connectivity/initilization.
I am not sure what your Java only version (i.e Netweaver) and database you are using.
Please refer to note#738371 for more information.
And it's required for DB initilization, technically it's called as 'porting layer'

Ideally, you should find them in
<Installation Directory>\usr\sap\<SID>\SYS\exe\uc\NTAMD64
If you have it here...then system sync up mechanism automatically copy into all it's corresponding kerenel directories if in case if you have multiple DI instances.
I am not sure if you have gone through the note that i suggested otherwise its cleare instructions.
If you are looking to download then, The SAR archive file is called lib_dbsl_<patchlevel>-xxxxxxxx.SAR .
