S_PROGRAM and S_DEVELOP aare the more important objects for ABAP.

Dear Pavithra,

There is no such exact list of t-codes which are sensitive / critical for Developers. Any of the ABAP or Workbench transactions are sensitive and should be carefully restricted by objects like S_DEVELOP & S_PROGRAM.
