Take Over Team Cart in Team shopping cart scenario

Hi ,my expert :

I Work in SRM7.0 .Extended Classic Scenario.I want to use Team Carts function.

I finished the configure as the following link :

But ,in my case : purchaser1 created one "Team Carts" and released .The purchser2 can find the team cart in his POWL ,but he can not take over the cart. the button is not active .

I found one word in SAP HELP ,"The Take-Over button is only active for team shopping carts.You can only take over team shopping carts that have the status saved.".But the purchaser1 saved the cart ,the purchaser2 can not find it in his POWL "team carts "botton.

PS:some buttons are not actived in my SRM 7.0 scenario ,i do not know y?

What is the SC status? If it is ordered, team member can not take over.

The purchaser1 created one team cart ,and saved it .So its status is "Saved".But the purchaser2 can find the team cart .I do not know why?
