ITS error with REGISTRY_GET call

We have an ABAP program that we've set up with a button in the Application Toolbar to open a MS Word document on our Intranet server. When we run the transaction directly from the SAP Gui it works fine and the document is displayed. When we try to run the transaction on our ITS servers we get an error from the REGISTRY_GET call that says Function Module to open URL reuturned error 1.

Any idea what might cause this?
