Error in 1 step Bid Approval

Hello Experts,

We are facing a problem in approval of a bid using WS79000002. We have assigned the manager as approver in OOCU. The 'First Approval' step is being logically deleted. This is causing the error in 'Subwrokflow: Update Bid after Approval/Rejection'(Exactly in "Send mail to WF initiator?"). But when i check the Agent0001.agents table it is filled with correct approver. I do not know the reason why the "First Approval" step is being logically deleted.

Please help me out in this issue.
