is it possible create Invoice before Delivery?
in normal case we are using t.code VF01 after delivery.

No,it is not possible to create the billing document before the delivery document if your item category is relevant for delivery.
But you can create the invoice before PGI.

Yes it is possible to create billing document without doing PGI of a delivery document. For more information, search the forum which has been discussed many times.
