Yes you need to install the Netweaver 7.0(2004s) before MII 12.0 instalalation and for detailed installation steps go through the link Mike has provided you in his reply.

Why you need Netweaver 7.1. Can you explain?

Follow the words of the what Michel told. Apart from this I have listed out system requirements to Instal MII12.0

MII12.0 works on Netweaver Platform, you should have Netweaver 7.0.

Windows OS : 64-bit versions of Windows Server 2003 Edition or Windows Server 2003 Datacenter Edition

HardDisk : 30GB

RAM : 1) 1.5 GB Recomended by the SAP Installation Guide

2) 1 GB Recomended for Windows Server 2003 Edition

3) 512 MB Recomended for JAVA SDK

4) 9GB Initial memory for 80-100 users

Database Software : SQL Server 2005 - MS SQL Server 2005 Native Access Client Software.

Before doing installation make sure that you have installed the SAP Solution Manager to get the Licence Key.

you can download the MII software from the Service Marketplace (Download Area). If you are not able to download the software, then your SAP account manager should be able to help you.

Concerning the prerequisitives, please have a look at the [MII WIki Guidelines|http://wiki.sdn.sap.com/wiki/display/xMII/Guidelines]. There you will find the MII Installation and Upgrade Guide and some other interesting documents.

Besides MII version 12.0 you may be interested in MII version 12.1 which is currently in ramp-up state and offers some interesting new functionalities.
