How to release network in CN22 without releasing superior WBS previouslly?

Hi experts.

We created a specific access key in SAP for network releasing, using CN22 transaction; acess to WBS editing transactions is prohibited. However, SAP do not allow network releasing it unless the WBS linked to the network is at least at "partially released" status. Does anyone know how to avoid this restriction?

• there´s no trouble to release network using CJ20N, once SAP changes WBS status to "partially released" automatically.

You question is very much valid as if some one wanted to give authorization at level Cn22 for Network release at that time system will not allow the use to do it because for the setting Network REL system try to set WBS PREL, due to authorization of Changing WBS system status is not available system give you error ( CN014 WBS element for network/order not (partially) released, Release is not possible )

As the same is std behavior. Because PREL is set on WBS automatically from CN22 Tcode. I believe, We cannot avoid the same. If some one has other opinion please share.
