The error when "send questionnaire " in ROS Scenario

Hi .My expert :

I work in SRM 7.0 ,ROS scenario .

when the vendor received the link "http://hostname.com:8000/sap/bc/bsp/sap/uws_form_service/page1.htm?uws_application=ROS_QUESTIONNAIRES&uws_mode=MAINTAIN&uws_refguid=DED3E7C0E226F8F1A9180024E851B45E&sap-client=300&sap-language=EN" ,and clilck "send questionnaire" .he got a web "Thankyou for participating. Your questionnaire has been saved. " The ST_purchaser nerver find the questionnaire in Suppliers from Self-Registration .

PS : I have Assigned the anonymous user to the self-registration application (ROS_SELF_REG and uws_form_service) .
