Why you are going through 400241....that is for unix based systems
Just go through 50088 which will help you for windows....it will show you exact solutin and all checks.

That note basically is a step-by-step procedure.
Oracle is a complex database system, if you don't understand that note, it's not a disgrace but we can't help you if you don't post any output of the mentioned SQL statements in the note.
I suggest you take a class on Oracle administration if you want to use that database, otherwise I'd recommend using a database that is easier to administer (MaxDB, SQL Server).

Issue related to OPS$ mechanism and SAPUSER table....go through SAP Note 50088 and correct/recreate OPS$ user mechanism.

Check if SYSTEM user is locked in database level.
>sqlplus /nolog
>connect /as sysdba
>select username, account_status from dba_users;
Use the above statement to check if it is locked, then change the password of SAP-CHEMA USER and SYSTEM from BRTOOLS
Please also check the whether your OPS$ user have the Domain name in it.
