Do all the endusers who will access CUP for creating request need to exist in UME?

Nope.

You can pick your authentication source, you can even allow requesters not to authenticate at all.

The advantage of having them authenticate somewhere (ActiveDirectory, R/3) is that you get fewer bad requests, and can make use of the user master data in the authentication system (i.e. leverage ActiveDirectory data to enhance user data in R/3).

No matter how they authenticate - there is no UME role required to create a request.

Frank made it very clear.

You can use any authentication source (LDAP, SAP, SAP HR, UME etc.) to authenticate end user/requestors. There is no UME role for end users.
