Shopping Cart Approvals

We are in SRM 4.0. When we go into approval screen and clcik on a shopping cart details (open it up) and hit any

line item for reject, then hit save it works fine and the line item is rejected. Workflow gets the rejected approval state.

However, if we go into the approval screen and click on the shopping cart details, then also click on say the description and open it up, then hit reject radio button and save. It goes back to approval state. the rejected state we entered is not getting saved. We should be able to open up the basic data, then click reject and have it work.

I have looked at the workflow for this step and we are using the method which SAP provides: HTMLPROCESS. It is not saving the approval state of rejected.

Does any one have any suggestions on what else to look for or has had this happen in their companies.
