For COMPXPD

IMG -> Project System -> Progress -> progress tracking

For EXPD and AXPD

IMG -> Material management -> Purchasing -> Purchase Order -> Progress Tracking

You can follow the SPRO path,

Project System - Progress --> Progress Tracking --> Define progress tracking profile.
