If Yes...
You dont need to delete your TMS configuration and created again and again, this is not at all a good practice.
To overcome with the said issue, please do the following steps:

---> Select Overview from Menu bar

---> Select Distribute and Acitvate Configration:
From this new popup window, please Select: Distribute Configration to All Systems.
And click on OK
The + Local TMS Configuration is Inconsistant+ will be resolved.
Please do confirmed after performing the above steps, if you face any issue, please do let us know to help you resolve any issue.

Hi Raju,
did you issue resolve? I am facing the same.
I have deleted the TMS config in domain controller and its peer systems.
Now trying to add peer QA system to domain controller getting the error as you get "Time 11:12:40 Message INVALID_LOCAL_CONF".
updated the rfcs with tmsadm password, even tried to create rfc manually to get out of the communication issue. But still get the same error.
appreciate if you have any inputs on this.
Thanks
Gowri

HI,
With which user and in which client you are doing.
You have to do this in 000 and DDIC / any user with admin access.
Try to do that and let me know if you still face the issues.
Thanks,
Deepthi

Hi,
1. Did you follow changing SID name ?
2. If you have done above, delete existing Transport configuration from SE06. If you haven't pls do.
3. Then, At transport domain controller, please remove this system ( if this system existed earlier)
4. Now, try joining domain.
It should work!
Thanks
R.
