how to upload a file through CL_WD_FILE_UPLOAD class?

Your question doesn't really make sense. You don't upload via this class. This is just the rendering class for the FileUpload UI element. You can use this class to generate a FileUpload UI element - but the upload itself is still done via user input at runtime against this UI element.
