Hello,
First of all, I want to stress out that I just spent hours reading SDN and service marketplace, and I just couldn't find a precise answer, so that's why I ask you this ..
we have SAP R/3 4.6c, SP 23, no BW sofar.
We plan to have BI 7.0, and I have been asked to which SP level we had to be in SAP R/3.
I understand that we have to get the right PI version ( PI 2004.1 SP10 if I'm right ?), but what about the SP level of SAP R/3 itself ??

In fact I had already read this thread...So I did the 'R/3' search, and read it all.
But now maybe I am a little bit more stupid than I thought, because when I read the compatibility matrix between SAP R/3 SP level and netweaver here :

I just don't understand:" PI 2004.1, with R/3 SP01 (??) and R/3 plug-in SP10 "
So all I understand is I must have the 2004.1 plug-in with SP10 on my SAP R/3 4.6c system..am I right ?

in general, SAP NetWeaver 2004s can be attached also to lower versions of the PlugIn.

For sure, it is always best to be at the latest SP as well as PI level. Assuming that you have no BW currently, it would be even better if you could be up to date before you start. Doing a PI upgrade once BW is installed is generally quite painful if you are far behind.
This said, if your question really is : "Do I absolutely have to upgrade R/3 to be able to use BW2004s?". I think the answer is no, unless there are some major enhancements after SP23 in R/3 4.6C that affects BW that I don't know about.
