In standard system you cannot achieve it.
What you can do is to mark material masters for deletion at stoarge location level (and archive them later). You can set related message to erro / warning / information in your system.
However, this is just a dummy solution - e.g. during GR system doesn't set your settings, during creation of PO you can use the storage location.
So, after necessary preparations (e.g. moving all the stock from the SLoc to another) you can delete the storage location from customizing and thus you can get rid of this problem...
