how to start the SLD Server explicitly?

i am installed the sp12(nwds+was) single instance on my machine.

Is there any way to start or stop local sld server explicitly?

I've created a pdf file which show you how to configure the sld and jco connection (screenshooting version). But in the SDN i can't uplaod file.
